Brief

The mandate.

The principal — based outside Monaco and unable to attend site with any regularity — engaged AAPS to act as owner's representative for the full refurbishment of their private residence. The scope was comprehensive: architectural and technical coordination, contractor tendering and selection, programme and budget control, weekly site reporting, structured progress updates, and stakeholder communication with the building's copropriété.

AAPS was retained directly by the principal and is paid solely by the principal. No commercial relationship exists between AAPS and any contractor, supplier or consultant appointed on the project.

Pre-Project

Advisory & planning.

The engagement began with a four-week advisory phase covering feasibility, regulatory pathway and risk.

  • Feasibility assessment — physical, regulatory and commercial review of the proposed scope against the constraints of the building and its copropriété rules.
  • Regulatory framework review — Monaco's building permit pathway, copropriété assembly consents, fire and thermal compliance under Arrêté Ministériel n° 2018-1079.
  • Preliminary cost plan — capital envelope with contingency analysis benchmarked against comparable Monaco refurbishment data.
  • Risk register — identification and weighting of project risks, with mitigation strategy reviewed and accepted in writing by the principal prior to mobilisation.
Coordination

Architectural & technical.

AAPS coordinated the appointed architect, MEP engineer and specialist consultants throughout. Drawing review and technical specification sign-off preceded tender release; design queries raised by the contractor during execution were resolved through AAPS's daily log, ensuring no interface fell between consultant disciplines.

Contractor tendering followed a four-firm invitation with structured evaluation criteria — price, programme, comparable project evidence, financial standing and proposed site team. The recommended contractor was appointed following a written rationale and principal sign-off.

Execution

Site supervision.

Throughout the 13-week active construction period, AAPS was on site twice weekly, with attendance increased at key trade-sequence milestones. Inspection regimes included workmanship and materials compliance against specification, photographic progress records, defect logging and rectification follow-up.

Weekly written reports were issued to the principal every Friday at 16:00 CET, covering programme position, cost position, photographic record, open items, items requiring decision, and forthcoming milestones. A live shared archive of project documentation was maintained throughout.

Handover

Snagging & closeout.

Practical completion was followed by a formal handover protocol: snagging schedule with photographic evidence, compliance verification (electrical certification, gas safety, fire detection commissioning), assembly and verification of the O&M file, and final account agreement with the contractor.

AAPS's engagement extended for a 90-day post-handover window during which any latent defects raised by the principal were coordinated to resolution.
